I don't know how many times I've come up to a house & seen the flagpole bracket not screwed in properly to stucco. Some flagpole brackets have been installed into stucco with plastic anchors I've seen before, where the screws just spin in the plastic anchors & really aren't tight.
There's lots of variables when it comes time to install a flagpole bracket especially installing one into a stucco wall. Have you seen stucco now days? Most of the time the stucco is just a thin layer of stucco installed over an insulation board with possibly OSB plywood behind that & in some cases no OSB plywood behind the foam board at all so do you really think little plastic anchors will hole into this type of stucco wall?
In the old days stucco was a full 3/4" thick concrete material & you couldn't even put a drill bit through it unless of course you used a drill bit designed to drill through concrete stucco. Now days they don't install stucco like that anymore rather the way I just previously described. So how would you go about installing a heavy flagpole bracket up to a stucco wall that appears to not be able to hold a flagpole bracket without hitting wood backing? Not easy.
